03 — Local import rules

What you need to know about importing to Malaysia.

Malaysia drives on the left and uses right-hand drive vehicles. An Approved Permit (AP) from the Ministry of Investment, Trade and Industry (MITI) is required before importing — these are limited and must be secured before any vehicle is purchased. Combined taxes and duties typically add 150–200% to the vehicle's purchase price.

Right-hand drive

Yes — required; left-hand drive vehicles are not permitted for road use

Maximum vehicle age

5 years for standard used/reconditioned vehicles; 35+ years for classic AP; 50+ years for vintage AP

Required documentation

Approved Permit (AP) from MITI — form JK69 · Proof of ownership · Original vehicle registration documents · Certificate of Origin · Passport and photocopy · Motor insurance (minimum 1 year) · Purchase invoice · Certified English translation of documents if in another language

Customs duty

30–105% import duty (varies by engine capacity and country of origin); 60–105% excise duty

VAT / local tax

Sales Tax 10% (vehicles over 1,800cc); 6% (vehicles 1,800cc and under)

Registration cost

JPJ registration fees apply; PUSPAKOM inspection RM 125

Roadworthiness inspection

Yes — mandatory PUSPAKOM (Computerised Vehicle Inspection Centre) inspection required before JPJ registration; includes emissions and safety checks

Notable restrictions

An Approved Permit (AP) is mandatory before any import and must be secured in advance — permits are limited and controlled by MITI. The combined import duty, excise duty and sales tax typically adds 150–200% to the vehicle's UK purchase price. 5-year age limit for standard reconditioned vehicles.

Port clearance time

2–5 working days at port (once AP and all documents are in order)

Buyer note

Secure your Approved Permit (AP) from MITI before purchasing any vehicle — importing without an AP is not possible, and combined taxes will typically double or triple the vehicle's UK value.
