03 — Local import rules

What you need to know about importing to Uganda.

Uganda's vehicles arrive via Mombasa, Kenya, requiring customs clearance in both countries before inland transport to Kampala. A mandatory Pre-Export Verification of Conformity (PVoC) inspection must be completed in the UK before loading.

Right-hand drive

Yes — strongly recommended (both RHD and LHD are technically permitted, but RHD is advised for practical reasons)

Maximum vehicle age

15 years from year of manufacture (as of 2025, vehicles manufactured from 2010 onwards only)

Required documentation

Import Declaration Form (URA Electronic Single Window) · Bill of Lading (original) · Certificate of Origin · Pre-Export Verification of Conformity (PVoC) certificate from UNBS-approved inspector · Commercial invoice · Packing list · TIN (Tax Identification Number) from Uganda Revenue Authority · Logbook from origin country

Customs duty

15% import duty on assessed value

VAT / local tax

17% VAT + 2% import commission + 4% withholding tax; 10% excise duty in some cases

Registration cost

UGX 714,300 (digital registration plates); UGX 137,000–250,000 customs clearing fees

Roadworthiness inspection

Yes — UNBS-approved pre-export PVoC inspection required in the UK before loading; East African roadworthiness inspection required on arrival

Notable restrictions

15-year age maximum. Euro IV emissions minimum. PVoC inspection is mandatory — arrange UNBS-approved inspection in the UK before the vehicle is loaded. Vehicles transit through Kenya (Mombasa) with a separate Kenyan customs step before Uganda clearance.

Port clearance time

7–14 working days total (Mombasa port clearance 2–3 days + Kenya customs 2–4 days + inland transit 3–5 days to Kampala)

Buyer note

The pre-export PVoC inspection must be booked in the UK before loading — allow at least 3–5 working days for this step before the ship sails.
